Sam Chapman is a founding member of New Economy Consulting LLC (NEC ) a firm based in Portland Oregon focused on advising entrepreneurs and investors on the legal cannabis markets in Oregon. His previous experience includes consulting for statewide political campaigns, small business development and media relations, as well as direct involvement as a lobbyist for drug policy reform at the local, state, and federal levels. Sam co-authored House Bill 3460, the Oregon law that legalizing medical marijuana dispensaries. On behalf of current NEC clients, he continues to work on the development of pragmatic and business friendly regulations for both medical and adult use market.. He has been a resident of Oregon for 20 years and holds a baccalaureate degree from the University of Oregon in Philosophy and Political Science.
